The program emphasizes trust, diversity, equity, inclusion and relationship-building, while equipping you with expertise in leadership theory, instructional strategies, management, community engagement and ethical decision-making.
The University at Buffalo's Graduate School of Education celebrated the 30th anniversary of its Leadership Initiative for Tomorrow’s Schools (LIFTS) program. Established in the early 1990s by UB Distinguished Professor Stephen L. Jacobson, LIFTS was created to address the shortage of qualified school leaders in Western New York. By collaborating with local superintendents and focusing on developing essential leadership skills, the program has become a model for educational leadership training across New York State and beyond.
We are offering a scholarship to all accepted students. If you apply to our SBL/SDL program for summer 2026 and are accepted, you will receive a scholarship to cover the tuition for one course in each year of your program at the in-state rate.

Admission Decision: The admission decision will be communicated to you as soon as review is complete. The decision is based on a number of factors and is the result of a thorough and deliberate process. All decisions are final and cannot be appealed.
To qualify for the in-state residency tuition rate, you must provide residency documentation indicating you have lived in New York State (NYS) 12 months before your semester start date.

All financial forms and supporting documentation with required signatures must be uploaded with your application and dated within one year of your intended enrollment date.

For the protection of its citizens, each license and certificate has requirements that individuals must meet in order to be licensed or certified in New York State. SUNY’s academic programs leading to licensure or certification are carefully designed to meet and exceed these state requirements. This is a role SUNY plays in protecting the public.

Effective July 1, 2024, federal regulation requires institutions of higher education to make a determination whether a Title IV eligible academic program that leads to professional licensure or certification meets the educational requirements for licensure/certification in the U.S. State where the institution is located and the U.S. States where “distance education” students are located at the time of initial enrollment in the program, as well as U.S. States where the program is advertised as meeting such requirements, and if applicable, the U.S. State where students attest they intend to be licensed/certified. The school building leadership and school district leadership program at the University at Buffalo (UB) is registered by the New York State Education Department and thus meets the educational requirements for licensure/certification for New York State. Through a good faith effort, and for the purpose of complying with the federal regulation, we have determined that the school building leadership and school district leadership program at UB meets the educational requirements for licensure/certification in the state of New York; however, it is important to note that UB is not the licensure/certification authority in these U.S. States and cannot assess whether an individual candidate will be issued a license/certificate in these U.S. States and instead each individual candidate must contact the licensure/certification authority in the U.S. State in which they are seeking licensure/certification to obtain guidance on the application policies and procedures for licensure/certification.
UB offers the school building leadership and school district leadership program which leads to the certificates of advanced study in school building leader (SBL) and school district leader (SDL) license in New York State. The program also adequately prepares students to take the New York State school leadership assessments upon program completion. Upon passing the exam, our graduates have the opportunity to obtain an SBL and/or SDL license in New York State.
